I'm sure it's changed since I lived in the city in the early 80s but even then they didn't allow you to drive your car ON the island. You could drive one over there but then the bridge and other fees were expensive and mandatory parking as soon as you arrived on the island was very expensive.
Good on AZ for giving it a try, but it might be more difficult to enforce than on an island. Do they plan to build a parking garage right outside the development? Or are they near a public transport hub? If it was in the article, I didn't catch it.
