1. I can't give you an answer, but it seems each time I have a "dysfunction" after an update...

I obsess over it, search all over google for an answer, waste hours trying everything, and fail. A few days later, the issue self-corrects for whatever reason. Most recently a couple of apps simply would not open (start to open and then shut and of course, I did the usual measures including deleting and reinstalling--all for naught.). Thankfully they are working again because trying to fix the issue--can become the stuff of nightmares and I need my sleep...LOL

So, it may well be that the next iteration of IOS upgrade will address this or maybe it will self-correct. But, I share and empathize with the frustration.
