Making sure you have the correct layer selected. You may be applying the fill to the "Background" layer. Additionally, when selecting the fill tool, there may be an option to change it from gradient to a solid color.

GIMP's User Interface is atrocious so it's difficult to know off the top of my head where I elements are. But, that's a good start for your sanity check.
