amending the constitution is a very narrow process to make specific changes.

proposing a new constitution opens the door to changing everything. the fact that the initial proposal leaves certain parts unchanged does not in the slightest ensure that they remain unchanged through the entire process. all it takes is some hint of a terrist scare and many of the protections will be seen as sympathizing with the enemy and out the window they go.

we can't afford to open that door.
