1. Ostensibly it seems to be about standardisation

As the structure of local government varies wildly from place to place. Although attempts to straighten out anomalies often end up making things even more confusing than before.

It appears to not be affecting my local area (with a Parish Council, a City Council and a Regional Mayor) but I'm sure I will find a different story next time I'm in Derbyshire.
