Threaten Canada with tariffs after NAFTA is gone and strike a deal to get what the US wants while Canada is frightened.

Its a classic strategety out of his book Art of The Deal. He knows that Canada is dependent on the US for the bulk of its trade and upsetting that is his big hammer.
