My brother is a civil engineer and he said he's seen no end of shortcutting in the name of profit in his job (he's a 'by the rules' person, like I am, and often had to fight to get everyone to follow regs. More than once he refused to put his name on a project because it was substandard only to have some other idiot from another engineering firm who didn't care sign off on it.)
