that the decision was framed as such: "We need a new Emergency vehicle, but we'll have to raise property taxes to buy it...."

Many towns and small cities for the last 20 years have been facing the loss of industry and a shrinking tax base, and less and less money from the provincial and federal governments as fiscal austerity trumps everything.
