Native Americans.

Most of the reservations are in the region and they have been gaining representation and a voice. They are also more susceptible to things like this virus. Oh, and they have a shitload of natural resources on their lands that people with lots of money from somewhere else, people of note I guess, who have too much money and power would like to take over from a bunch of people on subsidies and welfare.

I guess in a Randian utopia they are just another bunch of takers.
