to solve the planning aspects that should be handled at the state level?

(note that the headline says "state" while the article indicates "state officials", "state agencies", "state lawmakers", and "state legislators" )

There's a lot of resentment for Manchin, but I don't believe he deserves to be bashed when he isn't involved with the planning.
