1. Is the tax only upon high income workers?

The 5% payroll tax on businesses that pay employees more than $1 million annually — including salary, stock options and bonuses — would generate around $53 million a year.


Example; a business with 500 employes in which one of them makes $1 million. Is the 5% payroll tax on just the one employee or does it apply to the entire payroll?
