This is one of those things that are designed to make teachers leave the profession. And, since we refuse to accept anyone who has not gotten a teaching degree as an instructor, our options are even more limited. Also, they can raise the rates all they want. The danger to a teacher and their family because of insane parents who have decided that the way to voice their displeasure to certain topics is to attack and threaten all teachers with literal death is enough to dissuade anyone from becoming a teacher.

And, this is just what they want to happen. An ignorant population is an easily controlled population.
