12. PA does not tax food in the grocery store

Food served in restaurants is taxed. When I was a teen I worked at a Dunkin’ Donuts. If a person ate a donut at the counter it was taxed. If they bought a donut to take home it was not taxed because it was considered a “grocery” item (like a loaf of bread). For my weekly Giant run the taxed items are shampoo, paper products, etc. and pet food.
