reliance of the Texas Supreme Court is deficient compared to the more universally-accepted American Bar Association and they will not permit reciprocity in their states? IOW, if Texan attorneys want to practice in, say, Ohio, then they have to pass the Ohio Bar Exam and not be granted automatic privileges to practice law in that state.
