Senator Borris Miles asked if the new maps (which she "drew" ) complied with Section 5 of the Voting Rights Act.
She replied that Section 5 was not applicable, but the maps complied with the other parts of the Voting Rights Act.

(They didn't because later that year, the Department of Justices sued Texas for violating Section 2 of the Voting Rights Act.)
