utilities aren't getting paid. People aren't getting paid either, and lab tests etc. are being questioned by insurance companies and medical plans on both sides of the fence, so either lab tests are being done on a scam basis and then the fraudulent tests are being billed to the insurance companies, etc. What a shame, especially when rural areas are in desperate need of hospitals, etc.
