2. I used to see this situation when I credentialed physicians

I worked on a file for one doctor who had been booted out of Canada, yet came here, got licensed, and set up practice. He was a plastic surgeon and had a massive NPDB (National Practitioner Data Bank) file. He'd get into trouble in one state, and move to another. After we booted him, I kept track of his movements, because I was shocked he was able to practice anywhere. He finally lost his license, completely, and was later arrested for practicing medicine with a license.
