2. This is a clear violation of the intent of the open recs law in MO

It was assumed that recs would be kept of all MO meetings/actions/etc. (where recs/minutes would be naturally kept). I am assuming (perhaps unfairly) that the law was written in a time when no such concept of disappearing texts existed then. However, minutes on any state business was to be kept (as a normal course of business) and then made available to the public if requested). This is a clear violation of the intent of this Open Recs law).
