that St. Louis law enforcement is using lawful police conduct (for example, crowd control or . . . maybe . . . just maybe . . . initiating an informal law enforcement encounter with young black men walking at the edge of the road instead of the sidewalk) in a heavy-handed manner in order to provoke a reaction which would "justify" blue on black violence or even murder.
