2. The law was changed after Wellstone's death

to move the election for that seat to February if a candidate died less than 79 days (I believe that's the number I heard) before the election.

I think this was a good move. There were people who had filed absentee in 2002 and whose votes votes were not counted in the Mondale/Coleman race. I never understood why it was decided it couldn't be assumed that someone who voted for Wellstone would have voted for Mondale when it was assumed that someone who voted for Coleman over Wellstone would still prefer Coleman over Mondale.

I'm not sure if she will have her seat between January 3 (when new terms start) and February 9, that's a question I'd like to hear an answer for.
