a day late and a dollar short. In their own words --

"Whenever MNOSHA is denied an investigation, they will usually get a warrant. However, in this case, since the plant was closing, there was no need."

So, in other words .. they couldn't manage to drag their asses over there in during the 2 (or 3?) weeks of outbreak? And now .. doesn't matter any more. All good! This is a sorry case of oversight and/or enforcement .. if by some stretch you choose to call it that.
