1. Does Minnesota have an Initiative process?

In California we took the issue to cities, then counties, then the state by initiative. First med then recreational. It was a process by the people to keep making it legal every where we could every way to make it clear that resistance was futile. Finding a new and improved state's rights issue that isn't racist was a kick, too.
