Apparently members of Congress were not suppose to use their Franking privileges after August 8 of this year.

2017-2018 Election Blackout Dates
Members, Delegates, and the Resident Commissioner may not send any unsolicited mass mailing or mass communication less than 90 days immediately before the date of any primary or general election (whether regular, special, or runoff) in which the office holder is a candidate for public office.

The last day to send mass mailings or mass communications before the November 6, 2018 general election is August 8, 2018.

Mass mailings and mass communications are any unsolicited communications of substantially identical content sent out to 500 or more individuals.
