It's supposed to mean when the waters of Lake Minnetonka will be open to boat navigation again*.

It's NOT supposed to be a rallying cry for the state that takes great pride in having been the first to offer then-president Lincoln troops for fighting against secession but is now pitted against the federal government of the Diapered Despot.

*For those so inclined, the historical median date is April 13, so place your wagers accordingly, if there's a betting pool near you.
