2. Businesses closed for common good deserve compensation

In four months deaths will be dramatically lower so we can reopen most places. We can pay businesses enough to keep them out of bankruptcy for the next four months. If they have sufficient resources to stay alive without help, then no help. We can make loans to be paid back at least in part from future profits. I think the govt can afford that.
