2. This needs some explanation

My understanding of the pact that the seven Midwestern states agreed to was to work in coordination so that one state would not jump the gun and open things up too early thus causing a second wave.

The other benefit would be to act in a coordinated manner to have more power to resist insane orders from Trumpco.

Perhaps you have different information?

Iowa's Reynolds has refused to any shutdown orders despite heavy numbers in the eastern part of the state.
