I see that you've copied the text from the article correctly, but just look at it!

"where a newly proposed bill ... became law" would suggest it already is law.

"were a newly proposed bill ... to become law" would have a different meaning.

Maybe they don't know how to form sentences in Iowa.

(Or how to spell words -- either would suggest that it's already right-wingers who occupy the academic posts there.
