5. I'm to the point where I think some departments should be disbanded and rebuilt from the ground up

Some departments are just too far gone. Minneapolis certainly comes to mind here, and Chicago looks to be shaping up to be the same.

Personally I wouldn't go to disbanding right away but would say to departments get clean in a fucking hurry or your department is grass and I'm the fucking industrial strength salad shooter.
