Speaking of dope, you can be under the influence of drugs or alcohol. without drinking alcohol, obviously.

Not disagreeing with his final conclusion that the police department is not being run correctly. I have stories to tell for days about that. Unrelated to the topic though, HPD literally ran prostitution in Honolulu during World War II. I’m using the word, literally with intention.

What is missing is community decision-making about what our priorities are. People used to actually think that police would solve theft and crimes but now they’ve largely given up on that. We are short a ton of cops too.
