1. First the body cameras weren't "working"

Then they release footage to the state investigative agency.

That kind of response makes you go hum....


Perhaps the default is always the camera is not working until we have an opportunity to review the footage. If it doesn't show anything or is exculpatory then it is mysteriously found. If it confirms a civil rights violation, then it goes into the black hole of never existing.
