4. the house doesn't have the power to change legislation on its own.....

If dc was granted self government via a bill passed by both houses and signed by a potus, then they can't just set that aside without getting a new law passed.

That's not to say they can't completely paralyze dc gov't. But they can't unilaterally make law.
