5. Do DC cops ever enforce traffic laws?

The only person I’ve ever known to get a ticket downtown (besides parking tickets) is an “excessive use of horn” citation, back in the 90’s, when a friend was loudly and joyfully supporting some protesters he passed in his VW bus, lol! I think the cop was having a bad day and my friend was the proverbial straw that broke the camel’s back.
