1. Did he actually pull/pry/scrape anything off, or did he just pick up a piece of loose garbage?

Because an already detached piece of that coating is quite literally just a piece of garbage and nothing more than that. It cannot be reattached, or anything like that; there is no repair method which would reuse it. That isn't how that material works.
