Rep. Penzo (R-Springdale) and Sen. Hester (R-Cave Springs) have no humanity to discover.

Both Hester and Penzo are from NW Arkansas. A far more likely explanation is that they discovered that Walmart, Tyson, J.B. Hunt, etc. from NW Arkansas supported the bill.
