7. I've been watching this bill as it worked it's way through the legislative process.

In the best tradition of the Arkansas General Assembly, it is uniquely poorly written. I think Governor Asa is correct that the intent was that it applied only to governmental entities. However, it is not true that the bill "specifically exempts private businesses so they can make their own decision.”

The bill could be read to apply to private businesses. I think that would be a tortured reading but you never know what some elected state judge is going to do.
