1. I don't understand Mesa elections.....

I've lived here over 30 years and I don't get it.
Just received my primary ballot, and the 5 mayoral candidates are on it.
It is supposed to be "non-partisan", yet there is a primary? WHY?
Do the top 2 run-off in November?
Same questions for the District Council members.
Can anybody help me out here?
