Has anyone heard of the photographer Horydczak? [View all]

I bought 2 photos/pictures years ago, came across them over the weekend. I see that a collection of his work was contributed to the LOC after his death, and they have an online link to see it. Both of the pictures are views of D.C. (Jefferson Memorial, cherry blossoms in bloom) One has an embossed name with a copyright symbol. I wonder if it is original or a copy, and if his photographs are owned privately. I posted it on Imgur, link below. Thanks!
