What you do describe is the spitting image of several Scandinavian countries, today.. We could do well to follow those models, including that of ICELAND, who JAILED their criminal bankers. We should do that also, But alas, we have a recalcitrant, Koch Paid for, Repubican't base, who only protect their financiers & cannot bring themselves to actually represent their PEOPLE, instead.
