Sorry, this is the online photo for NYTimes's headline article, "A Diminished Congress Weighs Whether to Reassert Its Power."
But since I'm sick of wondering when or whether Congress will ever restore the Constitutional balance of powers, the question that came to my mind seemed better: "Is it cake?"
