They're just scared, or have what our cat team supervisor calls "big feelings" about being in the shelter. Hopefully our new animal care manager will, when she takes over for the one now wearing two hats (client services manager + animal care manager), get the hang of that and stop condemning all of those to the barn cat program or worse, sentencing them to euthanasia for "behavioral reasons" which has unfortunately been done way too often due to the excuse that "we don't have enough fosters for adult cats". We do, if you stop whining about it.
