I would like to improve the situation without law enforcement. I don't know that the living situation is inhumane -- I don't think the chickens are running around in the area that is her sleeping space. It is a detached garage and a little ways from the house, on a big property, which means in the winter, walking through weather and dark, even, to use the bathroom.

I want her to come home here. Very comfortable, with good neighbors and the ability to go to grocery store alone on public transportation, and be with family nearby.
