1. Is there a way Senators can force a vote over Thune's objection as the House did to Johnson?

Seems there should be a similar mechanism with enough individual Senators supporting, assuming some Repugs break ranks there as they did in the House. Failure to do so will give Dems great ammo for anti GOP messaging in the mid terms.
