1. I believe the 'plan' as such is for the military to do some/much the holding and transportation AFTER ICE/CBP/Homeland

Security do the apprehensions. ICE/CBP/Homeland Security officers will be the ones in the streets taking actions and delivering to holding centers staffed with mixed Federal LE and military which facilitate the deportations.
