The war in Ukraine changed character. Early in the war it was all about artillery and they were burning through shells rapidly.
Now as we all know it's a drone war and artillery as it was is too exposed. So it's less in use and burning through fewer shells.
I wouldn't be surprised if they found they didn't need the extra capacity from this factory because current production is now sufficient.
Maybe.
