Specifically, the digital coin fraudsters and computer related criminals and con men. I guess the private prison system needs another source of revenue. In addition to whichever private company the Republucans are trying to give a lucrative contract to.
Also, are the Republicans getting ready for the onslaught of their brethren that quite likely, will soon(3-5 years) be joining the penal population?

Computers are already accessible but under guard and supervision. Why not just give each inmate a new top of the line phone.
