agency needs to scramble for funding, and waving the flag at big events ensures that they are noticed.
And the drunken boater thing is no joke. What I've witness just on lakes is appalling. Kids out on floats in the middle of a bunch of boats that rev their engines and race for home as soon as the fireworks stop.
