And dont pet chips have to be scanned by a device like within inches of the tag?

Those chips are implanted but if you put an Apple Air tag on the pet's collar, you can watch them wander around the neighborhood due to how they deploy and process location info, and they use Bluetooth.

IOW, there are all kinds of miniature transmitter tech out there with varying ranges of operation.
