He hasn't said anything about vetoing it yet... just "not signing it".

I think both sides are using this for the election (and the GOP needs an "affordability" measure "win" for their constituents more than the Democrats might since the GOP is in charge and has done NOTHING to reduce the cost of every day items, let alone big ticket items like houses and cars).
