It puts a tiny bit of control on the investors who buy up huge amounts of properties and make the prices as high as they can. These are the Malignant Moron's people, and you can bet that there's been some major 'campaign contributions' (or whatever they're calling it at the moment) under the table. The checks have cleared.

If, gods forbid, the voter id bill did go through, he'd have to find another excuse. But whether it goes through or not, it'll be without his signature.
