...change election procedures as his attempts to muscle through new voting restrictions have faltered in Congress.

Feds have no constitutional say-so in our elections... period. And that's not what trump wants, anyway. Trump wants to do away with elections altogether, and not being able to do that, he wants to ensure that only people who will vote for him and his repug allies will be allowed to vote. (which reminds me, I need to make sure I'm still on the rolls! I suggest everyone do the same!)
